As IT has matured over the past 20 years from being an amalgam of independent projects into an interrelated set of functions or services, the manner in which it is designed, implemented, and sustained must also shift from a project focus to a process focus. The nature of the evolving process focus requires understanding of how incremental work elements impact each other across an organization’s enterprise consisting of its people, processes, facilities, technology, and customers.

The result of this important shift from project focus to process focus is two-fold. First, the monitoring, measurement, and management of IT must have a vertically-integrated visibility into each of the respective IT services (email, voice, etc.). This includes component IT systems, devices, and the associated information being created, communicated, and archived. Second, the price/performance paradigm must change by lowering the proportion of funding and resources consumed by operations and maintenance (O&M) in order to reallocate more funding towards enhanced, new, and/or strategic initiatives.
